Its a log spike, they would drive that in to the log & tie it off & haul it away.

It's part of a mower .
Horse drawn mower that the used in the old days. A angled blade goes in the opening (now rusted close) at the tip of that item usually about 8 feet in lenght with many of these whatiz. The mower is pulled by two horses and the farmer on the mower. The bladed angle goes back and forth as the team of horses pulls the mower ahead. Voila cut hay

You are exactly right!!!
Someone else on another forum also came up with the correct answer. I googled hay mower blade guard and say a pic of exactly this item. Thanks for your help. This was found on the beach of Good Spirit Lake where I'm sure they would have made hay long before this was a park. Thanks once again! mystery solved...we should be handing out a prize!!
